LO_TO_DAMPING

The non-analytical term of force constant is implemented so that it decreases as a Gaussian function of distance in reciprocal space. LO_TO_DAMPING gives the factors of $\sigma/\sqrt{a}$ as described in Sec. 3.1.6.
